The Institute of Technical Education has opened a new facility to teach students digital construction skills.

The facility is called the Integrated Digital Delivery (IDD) centre. It was built to complement Singapore’s drive to transform its construction industry by creating a workforce trained in the latest architecture, engineering, construction and operations technologies.

The centre is located in the new Engineering Design Hub in ITE College Central.

The centre will allow for an expansion in ITE’s construction curriculum to include 3D building information modelling design, digital fabrication, and building sustainable environments.

More than 400 students from numerous courses, including Higher Nitec in Civil and Structural Engineering Design, Nitec in Space Design (Interior & Exhibition) and Nitec in Space Design (Architecture), will be able to benefit from the facility annually.

Some schools in Singapore are making use of student-organized elections to enable students to have more say in their day-to-day affairs and at the same time, learn about active citizenship.

This year’s student council president election at CHIJ St Nicholas Girls’ School, for instance, was conducted hot on the heels of Malaysia’s general election (GE14) held recently on the 9th of May.

Students at CHIJ St Nicholas Girls’ experienced the process of choosing a leader who would represent them at the ballot box. The candidate with the highest number of votes becomes the student council president, while the closest two candidates will become vice-presidents.

The school’s head of department for citizenship and character education, Mrs Yvonne Lau, highlighted the importance of grooming leaders who are willing and able to implement action plans that address the concerns of their peers.

She said: “We emphasise a lot on servant leadership. It’s very important that our girls focus not just on their academics, but on holistic development as well.”

Murdoch University’s Executive Master in Leadership, Strategy and Innovation (E-learning), a degree programme facilitated by Kaplan Singapore, is the first postgraduate programme in Singapore to be conducted entirely online.

The programme aims to groom business leaders and venture beyond the traditional confines of business administration.

The programme will utilize technologies like web conferencing solution Blackboard Collaborate to facilitate student engagement with their facilitator and peers.

Students will have the flexibility to fit their studies around their full-time job.

The online nature of the programme also gives its students a global experience. It allows like-minded students from all around the world share their global perspectives and engage in discussions together.

Education Minister Ong Ye Kung said that charging parking fees at schools was about upholding the value of self-discipline.

Mr Seah, MP for Marine Parade GRC and Deputy Speaker of Parliament, had said during the debate on the President’s Address that the decision to charge parking fees at schools was an “insult” to teachers who have forked out their own money and time for their students’ benefit.

In a Facebook post, Mr Ong Ye Kung said that he had thanked Mr Seah for his speech and wrote: “I also told him I agreed with him that we should never allow ourselves to see things from a purely economic lens.”

However, Mr Ong said that there are checks and balances within Singapore’s governance system, one of which was the Auditor General’s Office (AGO) checks on practices pertaining to the use of public funds.

AGO’s 2014/2015 Financial Year report had highlighted that some educational institutions did not charge or undercharged for parking on their campuses. It had called this a “hidden subsidy” which went against government guidelines for public servants.

After a review, the Ministry of Education (MOE) announced in March that schools will start charging market rates for parking in August.

Mr Ong Ye Kung added that this did not diminish the appreciation of teachers and educators.

Based on a recent survey on underemployment jointly conducted by the Lee Kuan Yew School of Public Policy and the Ong Teng Cheong Labour Leadership Institute, the health and social services sectors in Singapore have the highest share of underemployed graduates.

The survey found that the majority of companies involved were primarily serving the domestic market (the figure stands at 64 per cent).

The survey, which was carried out from August to November last year, also found that a few graduates in financial services, transport and education, were also hit hard.

The median age of the underemployed graduates surveyed was 35 years old.

Underemployment occurs when highly skilled people work in low-paying or low-skilled jobs.

The survey found that the challenges faced by underemployed graduates in Singapore include the lack of skills recognition at the workplace, income insecurity and inadequate retirement savings.

Two graduates of Temasek Polytechnic, Mr Sim Rong Xing and Mr Solomon Tan Teng Shue, were recently awarded the Tay Eng Soon Gold Medal and the Lee Kuan Yew Award respectively.

The Tay Eng Soon Gold Medal is given to outstanding students who have previously studied at the Institute of Technical Education, while the Lee Kuan Yew Award is given to students who have demonstrated excellence in mathematics and science.

Mr Sim graduated with a Diploma in Accounting and Finance, while Mr Tan graduated with a Diploma in Game Design and Development.

Sim Rong Xing mentors troubled youth at the Singapore Boys’ Home. He has ambitions of becoming a teacher in ITE or a polytechnic.

Solomon Tan Teng Shue was diagnosed with mild dyslexia in kindergarten, but overcame his reading difficulties by playing educational computer games. After serving National Service, he will study computer science and game design at DigiPen Singapore. He hopes to return to Daylight Studios, where he had previously interned.

Education Minister Ong Ye Kung has called for society to put less emphasis on academic results in order to give students more room to find their own niche spaces and develop a love for learning.

He was speaking at his ministry’s addendum to the President’s Address.

In his speech, Mr Ong noted that as Singaporeans still largely identified themselves as belonging to an Asian society, there is a natural tendency to place a large emphasis on grades.

Mr Ong said that Singapore needs to continue with efforts to dial back the over-emphasis on examination results, which can dampen the enthusiasm for learning.

The Ministry of Education will ensure that there are multiple pathways in the education system for students to develop their talents and strengths. Students will also obtain guidance to help them decide on their specialisations and career options.

Marine Parade GRC Member of Parliament Seah Kian Peng has said the use of the clean wage argument to justify imposing parking charges at Singapore schools is an insult.

I agree with him. It reflects a decision making process based purely on economics, and omits consideration of intangible factors such as goodwill, a sense of community, the extra effort put in by teachers for their students, the unpaid overtime put in by teachers, and so on.

Mr Seah Kian Peng said that while there is a need to regulate the responsible use of funds, fiscal prudence and good procurement, we also ought to be having a conversation about reciprocity, trust and relationships.

It is therefore a mistake for the Ministry of Education to see the issue from a purely economic lens.

Teachers are known to give things to their students that cost them no small amount of money and yet the value of which transcends price.

Mr Sead added: “It is time we recognise that money is merely a proxy for value, and at times, a very bad one.”
