More students from the Normal stream in Secondary School qualify for entrance into universities and local polytechnics

There are now more students from the Normal streams in secondary school who are able to qualify for entrance into the polytechnics and into universities.

According to the Ministry of Education, more than 10 per cent of Secondary 1 Normal (Academic) students move on to publicly funded universities.

More than 20 per cent of students in the Normal (Technical) stream have made it to at least polytechnic diploma courses.

Five in 100 students who graduated from polytechnics between 2015 and last year were from the N(T) stream. For students from the N(A) stream, they made up 35 per cent of those finishing with a diploma, and 5 per cent with a degree.

Less continual assessments, more emphasis on applied learning

Education Minister Ong Ye Kung recently gave a speech in which he mentioned the Learn for Life movement, which aims to move away from an overemphasis on academic results.

“A major impetus is to shift away from an overemphasis on grades and assessment, and invigorate the classroom through applied and inquiry-based learning,” said Mr Ong.

The MOE will be setting guidelines for schools so that there should be only one class test for each subject per term that count towards the year-end score. Teachers will also use assessment tools such as worksheets, class work and homework to gauge the progress of students.

Said Mr Ong: “At first, parents were sceptical and worried that without continual assessments, the children would not study hard. But they soon came around when they saw that fewer continual assessments actually made the students more interested in learning.”

Do more to boost diversity and inclusiveness at Singapore’s elite schools

Educators say that more can be done to increase diversity in Singapore’s elite schools and make our education system more inclusive.

Already, the Ministry of Education has instituted the enhanced Independent School Bursary scheme, under which students at independent schools from low-or middle-income families will pay lower fees than what they are charged now.

Education Minister Ong Ye Kung said that the enhancements meant are to put students’ and parents’ minds at ease.

But aside from cost, there are other factors that parents from lower-income families would normally consider for their child’s choice of secondary school. These include distance from home, friendships and networking, as well as academic demands and rigour.

National University of Singapore economics lecturer Kelvin Seah explained that children from poor families may not be aware of the differences between an independent school and a government one – in terms of curriculum, environment, and resources – and thus “may not recognise the value in applying to such schools”.

The MOE said about 14 per cent of students across the eight independent schools and two specialised independent schools received bursaries this year.

66 new school principals received their letters of appointment recently

66 new school principals received their letters of appointment from the director-general of education, Wong Siew Hoong, at the Appointment and Appreciation Ceremony for Principals recently conducted at the Shangri-La Hotel.

One of the new principals is Mr Kevin Ang who has assumed the post of principal at Bukit View Secondary School.

At first, Mr Ang found the culture, history and traditions of Bukit View Secondary unfamiliar. But the school’s vision – to be a “dynamic institution that adds value to all” – struck a chord with him.

Mr Ang plans to enhance Bukit View Secondary’s Applied Learning Programme (ALP) that focuses on environmental science and sustainable living. For example, he said the school would be adding a makerspace, a collaborative work space that would allow students to use their knowledge of clean energy, such as developing models of solar-powered trucks or cars.

More financial aid for students from low income families attending independent schools

Education Minister Ong Ye Kung has announced that there will be higher fee subsidies and more financial aid for lower- and middle-income students in independent schools from April next year.

This is to ensure that all students regardless of family background or circumstance can achieve their goals and pursue their educational aspirations without worry.

In Singapore, fees at independent schools cost between S$3,600 and S$6,600 each year, while fees at Government and Government-aided schools cost between S$300 and S$396.

Starting from next April, the breakdown of the fee subsidies under the Independent School Bursary scheme will be expanded.

Students from households with a gross monthly income of more than S$2,750 or per capita income of more than S$690 will pay a multiple of fees for Government and Government-aided Schools, from zero to 1.5 times, depending on household income levels. There will be no change for independent school students in the lowest income tier as they already enjoy a 100 per cent subsidy for school fees.

The Ministry of Education will also introduce an UPLIFT scholarship for independent school students from low-income families. Those with a gross household income of up to S$2,750 or per capita income of up to S$690 will be eligible for the scholarship.

The scholarship will provide a cash award of S$800 per year for academically strong students who are Edusave Scholarship recipients, as well as students who are admitted to independent schools through the Direct School Admission.

The scholarship will be for the full duration of studies.

The teachers’ creed: Lead, care, inspire

In 2011, the Ministry of Education crafted a document entitled “Ethos of the Teaching Profession”. This document explains the professional standards that are expected of all teachers.

The teachers’ creed in Singapore is centered around three key words: Lead, care and inspire.

Teachers are called upon to care for their students and touch their lives. They are looked upon to lead and inspire their students to believe in themselves and to be the best that they can be.

Teachers need to demonstrate that they are competent and hold high professional standards. They have to demonstrate to parents and students that they have a firm grasp of their subject content, and that they are able meet their students’ varied learning needs.

Teachers must also be aware that their actions will come under constant scrutiny by their students. Indeed, trust is difficult to build up, but it can easily be dissolved at a moment’s notice.

Ministry of Education decisively ramps up aptitude-based admissions for institutions of higher learning

The Ministry of Education has decisively implemented aptitude-based admissions for institutions of higher learning in Singapore.

Three autonomous universities – Nanyang Technological University, National University of Singapore and Singapore Management University – will raise the intake of students through their discretionary admission exercises from 10 per cent to 15 per cent.

The intake of students entering polytechnics through the Early Admissions Exercise has also been increased to 15 per cent for this year’s academic intake.

More students can now gain early admission into the Institute of Technical Education based on their talents and interests, as the courses will no longer have a cap limiting the number of students admitted through this processs.

The Ministry believes that switching to aptitude-based admission schemes and programmes will encourage Singaporeans to build on their unique strengths instead of chasing after grades and qualifications.

Singapore Institute of Technology to introduce new Dietician and Aviation degree programmes

The Singapore Institute of Technology is introducing a new four-year Dietetics and Nutrition degree programme, the first such degree programme in Singapore.

This degree programme is intended to address the growing demand for dietitians in Singapore as a result of our ageing population.

Students will undergo a 32-week clinical practice education with various public and private healthcare institutions in the course of their study.

SIT will also be introducing a three-year Air Transport Management programme to help meet manpower demand in the growing aviation industry.

The aviation course curriculum will cover operations, management and business aspects of the air transport industry.
