New common national examination for secondary school students

A new common national examination will be introduced by the Ministry of Education in 2027 to replace the current GCE O- and N-Level examinations.

With subject-based banding in force by then, there will be a revised secondary school curriculum and each subject will be categorised into three tiers: General 1 (G1), General 2 (G2), and General 3 (G3).

Under the new national examination, all Secondary 4 students will get a common certificate, which will list the subjects completed and the standard band of each subject.

Mr Ong said that the certificate will be co-certified by both Cambridge Assessment and Singapore “as both are strong international brand names in education, which will enhance the recognition and value of the certificate”.

The new examination framework will affect admissions into post-secondary institutions such as the junior colleges, polytechnics, and the Institutes of Technical Education.

Some Singapore academics unable to accept Ministry of Education’s assurances on proposed law against online falsehoods

Some Singapore academics have said that they are unable to accept the Ministry of Education’s assurances that the proposed law against online falsehoods will not affect their work.

These academics comprise of Singapore educators based at home as well as overseas, as well as their foreign associates. They sent a press statement recently indicating that they wanted certain assurances to be reflected in the draft legislation.

Among the Singaporean academics who signed the letter were Associate Professor Teo You Yenn and Assistant Professor Walid Jumblatt from Nanyang Technological University; National University of Singapore Associate Professor Chong Ja Ian; and SMU professor Pang Eng Fong.

At the same time, the group of academics acknowledged that the “disinformation dilemma that has prompted the Singapore government to act is a real one” that has resulted in “the corruption of democratic processes and the spread of hate propaganda against defenceless communities”.

Supporting the Government’s stand, Singapore Management University School of Law dean Goh Yihan said that the Bill strikes a right balance in giving ministers the power to make the initial call to swiftly address the problem, and then allowing that decision to be challenged in court.

Singapore Management University launches Second Major in Accounting Data and Analytics

Singapore Management University has launched a Second Major in Accounting Data and Analytics under its School of Accountancy.

The degree course aims to groom accounting professionals who will be able to exploit emerging technologies and apply them to the fields of data management, statistical programming, predictive modelling and forensic analytics.

Graduates of the programme can aspire to become strategic advisors with sound accounting knowledge and judgement, as well as tech-savvy professionals fluent in accounting data and analytics applications.

Students in the course will be put through a rigorous curriculum that has been vetted by 11 professional bodies. They will also complete a accounting analytics capstone course that will involve real-life projects provided by industry partners.

Students will be afforded priority internship placements with accounting firm Deloitte, including overseas attachments, sponsored book prizes for the top performing audit analytics students, and priority job placements after graduation.

More students seek help for stress

More students from Singapore’s schools are seeking help at the Institute of Mental Health for stress.

The clinics saw an average of about 2,400 new cases every year from 2012 to 2017.

Dr Lim Choon Guan, senior consultant and deputy chief of IMH’s department of developmental psychiatry, said: “Over the past few years, I have seen more teenagers in our clinic who are from top schools and report experiencing school-related stress.”

Experts say that pressures faced by students are real. These pressures could come from the home or school environment or even themselves.

Though the Ministry of Education has expanded the university cohort to provide more opportunities, students still face stressors, such as the desire to get into the best courses and prestigious schools.

Many schools have implemented a peer support system to motivate students and encourage students to seek help from trusted adults.

Singapore universities moving away from module bidding systems

Under a new module allocation system implemented at the National University of Singapore, students will no longer bid for modules but instead will be allocated modules based on their needs and preferences.

Under the revised system, students will submit a list of up to 20 modules along with their preferred lecture and tutorial slots. They will be allocated modules based on their student’s faculty, declared major and minor, and year of study.

Professor Bernard Tan, NUS senior vice-provost (undergraduate education), said that the university is consulting students to gather feedback on the proposed new system, which is expected to be piloted in August.

Singapore Management University is the only other university using a module bidding system. Other local universities are already using the allocation method for students to register for classes. At Singapore University of Technology and Design for example, first-year students are assigned modules based on their cohort class groupings.

At Nanyang Technological University, students register for courses at the start of each semester through the Student Automated Registration System.

Singapore Institute of Technology grows in popularity among Singapore students

The Singapore Institute of Technology is enjoying increased popularity with school leavers. This year, 12,000 students have applied for the 2,700 vacancies the university offered for its 42 degree courses.

Nearly 80 per cent of the 12,000 applicants are polytechnic diploma holders, while the remainder are A-level and International Baccalaureate Diploma holders.

SIT’s allied health sciences, including nursing and occupational therapy, drew 2,800 applicants for about 540 places.

Courses related to computing attracted 2,500 applicants for 500 places.

SIT has also mentioned that around 6,000 applicants will be shortlisted for the aptitude-based admission process, where they will attend interviews and submit portfolios.

Important for Singapore’s schools to remain as open communities

Education Minister Ong Ye Kung has said that it is important for Singapore’s schools to remain as open communities, and as establishments that aim to give students many opportunities to interact with peers from different backgrounds and races.

In particular, the Special Assistance Plan (SAP) schools need to make extra efforts to expose their students to people from other walks of life.

Mr Ong was speaking at the premiere of a documentary-drama at the Capitol Theatre, a film that pays tribute to the contributions of former educators from CHIJ St Nicholas Girls’ School, which is an SAP school.

Mr Ong said that students’ exposure to other people “needs to go beyond the occasional or one-off events, such as celebrating Racial Harmony Day”.

The SAP schools are part of a “larger ecosystem”, he added, and along with government schools, clan-based and church-based government-aided schools, and madrasahs, they make up a diverse education landscape.

New pro bono centre at National University of Singapore law faculty

Law students from the National University of Singapore will now have more opportunities to engage in clinical legal education in the arts sector.

The NUS law faculty recently announced a five-year partnership with the Singapore Art Museum, National Gallery Singapore and the Singapore Tyler Print Institute to establish Arts in Clinical Legal Education, a pro bono legal services programme.

Under the programme, students will be exposed to new areas of legal practice, from intellectual property to financing to personal property law.

In 2010, NUS Law also signed an MOU with the Legal Aid Bureau as part of the faculty’s clinical legal education programme.

Under this programme, clinical professors and NUS law students take on legal aid cases, and in return, students get first-hand experience working on live legal cases, appearing in court with their professors, and drafting documents for court matters.
